Dimension E510 won't start - lights 1,3,4, no POST

Hi guys, I've got a six year old e510 that is getting stuck at the very start of the boot process. It is in some sort of loop. It is the sounds that the computer would normally make right after you press the power button- fans kicking on and that noise from the dvd drive. It does that over and over. (I'll post a video at the bottom because I know this description is vague.) There is nothing on the screen. At the same time, diagnosis lights 3 and 4 are on steady, while 1 is blinking. I read in the manual that 3 and 4 are memory related, and I've taken out each module and tested one at a time. That made no difference. I've got 2x2gb of dell memory in there that i upgraded a few years ago. I also replaced the power supply with a 500W unit (upgrade from stock 305W) earlier this year when I had the blinking amber power light.

Also, sometimes, instead of going into the loop issue I described above, it will simply have the amber power light issue, and not get into the boot process at all, nothing on the screen.

Any other ideas guys? I'm hoping its not a bad motherboard or something like that. I appreciate any help!! Thanks!

The fan noise is the gpu. The fan has always been loud on it, but shouldn't be kicking on/off like that. I might pull it out next to see if it is the issue.
